The Facilitator:

Dr. Deondre’ Rutues is a business psychologist, community leader, and systems builder whose work sits at the intersection of human behavior, workforce development, and community transformation. Trained in Industrial–Organizational Psychology and business, he specializes in translating behavioral science into practical tools that strengthen individuals, organizations, and neighborhoods—particularly in historically under-resourced communities.

As the Founder and Executive Director of the Rutues Center for Business & People Development, Dr. Rutues leads initiatives focused on clean energy workforce pipelines, justice-impacted reentry, leadership development, and trauma-informed community engagement. His work integrates Psychological Capital (PsyCap), coaching, and applied assessments to support youth, returning citizens, contractors, and emerging leaders across Chicago’s West Side.

Professionally, Dr. Rutues has held roles across Fortune 500 companies, public institutions, and nonprofit systems, including Nestlé, Coca-Cola, UPS, the Cook County Sheriff’s Office, and Chicago Public Schools. He currently serves as a Community Engagement Specialist with NYU’s Policing Project, supporting community-centered public safety strategies while advancing restorative and non-punitive alternatives to traditional enforcement.

In addition to his professional work, Dr. Rutues is deeply engaged in civic leadership. He serves as a District Councilor in Chicago’s 15th District, helped launch the Chicago Peace Syndicate Rotary Club, and leads initiatives focused on violence prevention, opioid recovery, and neighborhood conflict resolution. His leadership is marked by an ability to convene diverse stakeholders, translate complex systems, and move ideas from concept to implementation.

At his core, Dr. Rutues is a systems thinker and practitioner—equally comfortable in policy conversations, community settings, classrooms, and boardrooms. He is known for asking the questions others avoid, building structures that outlast programs, and centering dignity, accountability, and shared humanity in all of his work. Above all, he is a proud father, grounding his commitment to building safer, more equitable futures for the next generation.
