Larry E Sachs, M.S.

 

IL Dept. of Public Aid (1971-74): With a B.S. in Psychology/Sociology, Larry led a project to reduce barriers to employability for Aid to Dependent Children (ADC) recipients. 

IL Dept. of Corrections (1975-2001), Menard Correctional Center (1975-83): Positions included Accreditation Manager and Career Counseling Program Supervisor; developed reentry and counseling programs for first timers, those serving long sentences, and men preparing to return home while completing a master’s Thesis “The Offender’s Reintegrative Needs and the Correctional Response: Analysis and Recommendations”. 

Dixon Correctional Center (1983-89): Dixon’s first Asst. Warden of Programs, created/managed all facility programs and services while serving as one of four “Duty Wardens” with facility-wide responsibilities. 

IDOC Juvenile Division (1989-2001): directed statewide classification and placement and served as IYC-St. Charles Clinical Services Supervisor and staff training, accreditation, and policy manager.  

ICJIA (2001-04): Juvenile Accountability Block Grant (JABG) Program manager, provided funding, technical assistance and support for 40 police departments across Illinois.

Chicago Police Department (CPD) (2004-19): Director of Grants Management, my team and I demonstrated a strong track record for public safety research and bringing important public safety ideas to fruition through winning/managing 280 grants worth $401,000,000. Partnered with the UofC Booth School of Business, Loyola and Accion International to create a grant-funded program to help returning citizens start their own small businesses and created the nation’s only police-led 501(c)3 capacity- strengthening program (CPD’s A Force for Good supported 153 community-serving organizations).

Volunteerism: Organized/managed the 2003 Illinois Balanced and Restorative Justice Summit that jump- started restorative justice in Illinois; and co-founder and first President of a Restorative Justice 501(c)3. 

Currently: Midwest rep on the National Criminal Justice Association Advisory Board, member of CPD’s 18th District Advisory and Domestic Violence Committees, and the 1812 Beat Meeting Facilitator. Recently visited prisons for the John Howard Association and Defy Ventures, reviewed IDHS gun violence reduction grant applications, and coauthored a widely distributed Retail Theft Prevention and Response Guide and public safety articles for a neighborhood newsletter.
